Opinion: China's new law outlaws forced technology transfer

CIBEL Centre’s member Dr Weihuan Zhou recently co-authored a new opinion piece on the CGTN on China’s newly-passed Foreign Investment Law (FIL) which will take effect on 1 January 2020. The new FIL explicitly provides that technology transfer “shall be undertaken voluntarily based on commercial rules”.  Dr Zhou and his colleague argue that the new law largely removes the basis for the ongoing accusation of China as “forcing” technology transfer and shows China’s commitment to building “an innovation-friendly environment”.
