The Co-director of the Herbert Smith Freehills China International Business and Economic Law (CIBEL) Centre Professor Deborah Healey presented on competition impact assessment on 14 June 2021 for the Philippine Competition Commission as part of a series of presentations with other international experts such as the OECD and the World Bank.
This webinar was aimed at assisting the Philippines Competition Commission (PCC) to address its role under the National Competition Policy of the Philippines and particularly its new role as a member of the Fiscal Incentives Review Board under the CREATE Act, which rationalises existing incentive schemes and proposes P1 trillion worth of tax relief over 10 years. The FIRB assesses the distortive effects of tax incentives to government owned or controlled corporations and investment promotion agencies to registered businesses enterprises. Professor Healey outlined the processes for competition impact assessment of policies, laws and regulations which apply in Australia and China, commenting on possible lessons for the PCC arising from the approaches of those two jurisdictions.
